Next weekend (Sept 18-20), a bunch of jugglers, acrobats, clowns, puppets, living statues, that dude in the wheel on the left, and all sorts of other weirdoes will be occupying the parish of Arroios in Lisbon’s annual Chapéus na Rua (“Hats on the Street”), an integral part of the ongoing Cultura na Rua festival.
